The purpose of the project is to examine the contribution of the educational systems of the participating countries to the accomplishment of the Lisbon objectives. With regard to the content, the project focuses on the role of educational systems in making lifelong learning a reality, as well as on their role as potential agents of social integration. In this context the effects of the individual relevant institutions and educational policies ofparticipating countries on the involvement of the adult population in education and access to lifelong learning will be studied as well. Just like an education system has an impact on the position of its individuals, it is at the same time exposed to different influences at various levels and is equally a reflection of the specific national-institutional image of the state.

Empirical studies on macro, meso and micro levels will be carried out within the project in order to determine the macro-structural factors and national policies, as well as institutional factors and actors’ motivation for the actions of participants. These factors are considered to influence the role of educational systems in promoting lifelong learning. Analyses will be based on the following survey data, obtained from:
The project is designed in such a way as to integrate in a coherent picture the different aspects – historical, political, institutional, economic, individual and methodological – related to participation in and access to lifelong learning.
